He will appear before Weymouth Magistrates’ Court tomorrow, Friday 13 November 2015.
Senior Investigating Officer, Detective Inspector Mark Samuel, of Dorset Police’s Major Crime Investigation Team, said: “After investigating the circumstances surrounding the incident we have consulted with the Crown Prosecution Service who has authorised the charge of murder.
“Specially-trained family liaison officers have informed Abdal Rahman’s family about the development and are being supported at this difficult time.
“This is an ongoing investigation and we are still appealing for any witness or anyone with information about this incident to please contact Dorset Police on 101.
“All calls will be treated in strict confidence.”
John Montague, Senior District Crown Prosecutor from the Crown Prosecution Service in Wessex, said: "I have today authorised Dorset Police to charge Nicholas Price with the murder of Abdal Rahman Al-Rabia and the attempted murder of a 20-year-old man in Weymouth on 8 November 2015.
"Mr Abdal Rahman Al-Rabia died of a result of being stabbed to the chest. It is alleged that Nicholas Price is responsible for his death and it is also alleged that he stabbed the other man.
"I carefully reviewed all the available evidence provided to me by Dorset Police, and in accordance with the Code for Crown Prosecutors, I am satisfied that there is sufficient evidence for a realistic prospect of conviction and it is in the public interest to prosecute Nicholas Price with these offences.
"He will appear at Weymouth Magistrates’ Court on Friday 13 November 2015.
"Proceedings are now ongoing and the defendant has the right to a fair trial. It is very important that there should be no reporting, commentary or sharing of information online which could in any way prejudice these proceedings."
