Dorset Police operate a front-end recording model for all calls for service from members of the public. Crimes and incidents are recorded by Contact Centre staff at the front end of the reporting process. The Force Hate Crime and Incident Policy and Procedure provides clear guidance to staff on the assessment, recording of a response to non-crime hate incidents. All contact management staff receive a bespoke non-crime hate incident training input from the Force Crime Registrar.
Incident Assessment Officers within the Force Crime and Incident Registrar (FCIR) team review ASB and hate incidents daily. This review captures incidents reported via contact management (101 / 999 / email) and will identify cases that require a hate flag or that require crime stats but also those cases that have been flagged incorrectly, where the flag will be removed.
Hate crime investigations are overseen by Inspectors who have to complete a review for each matter.
Each team has a monthly performance meeting, hate crimes form part of that meeting.
There is a dedicated Quarterly Hate Crime Review Panel to scrutinise hate crime and identify areas for improvement, alongside championing good work.
Hate Crime lead reports quarterly into the Equality, Diversity and Inclusion Board chaired by one of the Executive Officers.
